Women's Federation for World Peace (세계평화여성연합 / WFWP): The Institutional Form of Eve's Restoration in Unification Doctrine

01What Is the Women’s Federation for World Peace?

2

The Women’s Federation for World Peace is the international women’s organisation founded in April 1992 by Dr. Hak Ja Han Moon together with Rev. Sun Myung Moon, established on the doctrinal claim that the restoration of the world requires an age in which women take the lead. Its stated objects are peace, the family, reconciliation between former enemy nations, and the education of youth. Its doctrinal object is narrower and more specific: to discharge, on a worldwide scale, the responsibility that Unification teaching holds Eve did not fulfil.

3

The federation grew from a regional body. The Asian Women’s Federation for World Peace was inaugurated in November 1991, five months before the worldwide organization, and Rev. Sun Myung Moon later recalled that the proposal met resistance inside his movement until Dr. Hak Ja Han Moon stepped forward and the objections subsided.

4

This entry argues that the federation is representative rather than advocative in its mandate and that the difference explains almost everything about it. Women in this doctrine act in the position of Eve, so that what the federation seeks is not the advancement of women’s interests against those of men but the discharge of an inherited responsibility on behalf of the whole. This is why the Korean term Rev. Moon used throughout, 여성해방, is better rendered as release than as emancipation; why the federation’s declared aims are peace and family rather than parity; and why its founding is presented in the corpus as a substitution following the failure of the men rather than as an advance won against them.

I founded the Women’s Federation for World Peace in April, 1992
6

— Sun Myung Moon (06/16/1996) Cheon Seong Gyeong

7

The sentence continues by naming Dr. Hak Ja Han Moon as co-founder, and the paragraph preceding it gives the reason without any other justification: because Eve fell first and began the history of sin, the providence requires an age in which women lead the way to redeem that fall. The Exposition of the Divine Principle supplies the premise, since its account of the Fall assigns the first transgression to Eve and makes restoration a work of reversing each element of the original failure in order.

02Methodology Note

8

This entry reads the official English Cheon Seong Gyeong compilation, the Exposition of the Divine Principle, and the title-level index of the Korean speech archive of Rev. Sun Myung Moon, covering 6,118 addresses from 1956 to 2010. The canonical texts are read as authoritative within the tradition, attending to their historical and rhetorical setting; the aim is doctrinal clarification, not external evaluation. The entry does not attempt an organizational history of the federation, a survey of its projects, an account of its status with international bodies, or a treatment of True Mother, which is a distinct doctrine with its own entry. A significant limit applies and is recorded in the editorial note: the addresses of Dr. Hak Ja Han Moon are not present in the corpus available for this entry, so the founder’s own words are not quoted here. All blockquotes come from the official English Cheon Seong Gyeong and are cited by the date of the underlying address.

03The federation’s charter is a reading of Genesis rather than a platform of demands

9

Most organizations state their purpose by naming a condition they intend to change. This one states its purpose by naming an event that occurred at the beginning of history, and everything else follows from that.

10

The reasoning Rev. Sun Myung Moon gave when explaining the founding runs in four steps. Human problems arise from the loss of true love. That loss began when the first human ancestors formed a family without God’s blessing. Scripture records that Eve fell first and so began the history of sin. Therefore, an age must come in which women lead the way to redeem the fall of Eve. The organization is the fourth step made institutional.

11

Two features of this reasoning are worth marking, because they are what make the federation unlike a women’s advocacy body with religious motivation.

12

The first is that the argument concerns responsibility rather than injury. A movement founded on injury identifies women as those who have been wronged and seeks redress. The reasoning here identifies women as those who carry an unfinished task and seek its completion. Moon is explicit that the position in question is a position of responsibility.

Eve’s mission is to embrace the children and all of creation with God’s heart
14

— Sun Myung Moon (11/17/1992) Cheon Seong Gyeong

15

Embracing children and creation is a maternal office rather than a claim, and the address states in the same passage that at the Fall the realm of the children’s heart fell along with creation into the satanic world. What was lost through the mother’s position must be recovered through it. This is why the federation’s characteristic activities have been reconciliation between nations, care for the vulnerable, and the education of the young, rather than the pursuit of rights.

16

The second feature is that the argument is providential rather than sociological. Rev. Moon read the twentieth-century movements of women seeking liberation as an indication that the time had arrived, not as the cause of the federation. The sign was read, and the organization was founded because the sign confirmed a reading of Genesis that was already in place. A body founded on that reasoning will not be steered by the movements whose emergence it takes as evidence.

04Liberation here means release from an inherited responsibility

17

The Korean 해방 carries a wider range than the English liberation, and in this corpus it consistently means release from a bound condition rather than victory over an oppressor.

18

Reading it in the second sense produces immediate confusion, since it makes the doctrine look like a claim about men that it never makes.

19

The decisive passage places the liberation of women downstream of a providential accomplishment rather than upstream of a political one.

the true women’s liberation movement can finally be initiated
21

— Sun Myung Moon (10/05/1995) Cheon Seong Gyeong

22

The word “finally” is the load-bearing one, and the sentence before it supplies the condition: Dr. Hak Ja Han Moon had accomplished a victorious foundation, thereby releasing women from the position of fallen Eve, who could not fulfill her responsibility. On this account, the movement becomes possible because a position has been changed, not because a demand has been pressed. The adjective “true,” applied to women’s liberation, marks the distinction the doctrine wants: other movements of liberation address conditions, and this one addresses a position.

23

The distinction has a practical edge that members would have felt. If liberation were emancipation, its measure would be what women had obtained. Because it is release from a position, its measure is what women can now undertake, and the corpus is accordingly full of assignments rather than entitlements. Women are told to lead in the unification of North and South Korea, to take responsibility for the education of youth, and to go first where the movement had previously sent men.

Mother’s proclamation rally for the liberation of women on April 10
25

— Sun Myung Moon (05/08/1992) Cheon Seong Gyeong

26

The date is precise, and the archive confirms it independently: an address delivered on April 10, 1992, carries the title announcing the arrival of the worldwide era of women (Moon 1992c, vol. 229).

27

Two days later, Rev. Moon delivered a second address titled simply "For the Liberation of Women” (Moon 1992d, vol. 229). The founding was not a single ceremony but a short, dense sequence of proclamations, and the corpus records it as such.

05The federation was founded because the men had failed

28

The most striking element of the founding account, and the one least likely to be guessed by a reader approaching from outside, is that Moon presents the federation because of a failure within his movement.

The men failed twice, so the women must do it from now on.
30

— Sun Myung Moon (11/11/1992) Cheon Seong Gyeong

31

The reference is to the neighborhood-level outreach begun in 1978 and carried on for fourteen years in two seven-year phases, organized through the men, and judged in these addresses not to have been discharged.

32

Rev. Moon says elsewhere in the same year that because the men failed their responsibility, the women must accomplish it, whatever happens. The federation is thus introduced in the corpus as a substitution rather than as a promotion.

33

This is uncomfortable material, and the entry does not smooth it. Read one way, it appears to make the women’s mandate derivative, a second attempt after a first failed. Read in the framework the doctrine actually supplies; it is the standard pattern of restoration, in which a mission not discharged by those first given it transfers to another party without being diminished in the transfer.

34

The same logic governs the passage of the mission from Judaism to Christianity and from the first Israel to the second. A transferred mission is not a lesser mission; it is the same mission, now carried by someone else.

35

Moon’s account of the internal resistance belongs here too, because it shows how little the movement’s own members expected this.

36

He recalled that when he first announced an inaugural conference for the Asian Women's Federation, the reaction among his members was disbelief, and that they objected openly that women could not accomplish anything of the kind. The opposition ended when Dr. Hak Ja Han Moon stepped forward, and Moon then declared the arrival of the era of women.

I declared the arrival of the era of women.
38

— Sun Myung Moon (07/31/1992) Cheon Seong Gyeong

39

The declaration is dated and deliberate, and the address adds that the declaration was made because the time was ripe. It also records the ordinary institutional fact that a new departure inside a religious movement met skepticism before it met acceptance and that the skepticism was overcome by a person rather than by an argument.

06Restoration runs in reverse, which is why it passes through the Mother

40

The doctrinal mechanism that makes the federation necessary rather than merely useful is stated in an address of April 1992, and it is the most technical passage in the founding material.

It must be done in reverse, the way it is done in restoration.
42

— Sun Myung Moon (04/11/1992) Cheon Seong Gyeong

43

The subject is ownership, which the passage says Eve lost and which must therefore be recovered through the position that lost it. The argument is that what was forfeited cannot be handed back directly to the father but must return through the children and through the mother, because restoration retraces the path of the loss in the opposite direction. Applied to the founding of a women’s organization, this converts the federation from a good idea into a structural requirement.

44

If the loss ran outward through Eve, the recovery must run inward through her restored counterpart.

45

The corpus applies the same logic at the level of nations, which is where the doctrine becomes most demanding and where the entry must be careful to report rather than to elaborate. Japan is designated the Eve nation and Korea the Adam nation, and the addresses of 1992 assign the women of each a relation to the other patterned on Cain and Abel, with obligations of precedence and of service running between them.

all the Korean women and Japanese women are involved with Mother, who is Eve
47

— Sun Myung Moon (12/11/1992) Cheon Seong Gyeong

48

The sentence shows how the representative logic operates across three levels at once. Dr. Hak Ja Han Moon stands in the position of Eve; the women of two nations stand in relation to her; and the federation is the organizational form in which that relation is exercised. Each level represents the one above it. This is what the entry means by calling the mandate representative: a member of the federation is not principally acting for herself, and the reconciliation work between Korean and Japanese women that the federation became known for is the doctrine executed rather than an application of it.

07The corpus dates the era of women to 1992 and returns to it in 2000

49

The Korean archive gives this term the clearest chronological signature of any in the encyclopedia, and the shape of it is unmistakable.

50

Across 6,118 indexed sermons, fifty-four titles contain 여성. The distribution is not gradual. One title appears in 1986 and one in 1990; five in 1991, as the Asian federation is prepared; and fourteen in 1992 alone, the founding year. Nine titles contain 여성연합, the federation itself, and the earliest is dated November 20, 1991, naming the mission of the Asian federation five months before the worldwide body existed (Moon 1991, vol. 223).

Counts above five are labelled. The year axis is used instead of the usual decade axis because decade totals would render as one, twenty-seven and twenty-six, hiding both the 1992 spike and the four-year gap that follows it. The index ends in 2010.
51

Two features of the curve carry the argument. The first is the founding spike, which needs no comment beyond its size: more than a quarter of all title-level occurrences across fifty-four years fall in the twelve months of 1992.

52

The second is the silence. Between December 1995 and January 2000 there is not one title containing 여성 in the indexed corpus, a gap of four full years in the middle of the federation’s early institutional life. Then in 2000 the term returns with ten titles in a single year, and their vocabulary has changed.

53

Where 1992 speaks of liberation, declaration, and the arrival of an age, 2000 speaks almost exclusively of mission and mobilization and joins women repeatedly to the unification of North and South Korea. The 2003 title names the mission of the federation directly (Moon 2003, vol. 404).

54

The reading this entry proposes is that the two waves are proclamation and deployment. The first establishes the position; the second assigns the work. A doctrine of release from a position would produce exactly this profile, since a position is proclaimed once and then lived in. A campaign for advancement would be expected to sustain its vocabulary continuously rather than fall silent for four years immediately after its founding.

55

The corpus continues to the end of the indexed period, closing in February 2008 with an address on the arrival of an era of full authority for women joined to the principles of harmony, peace, and unification.

56

The term the addresses reach for at the end is authority rather than liberation, which is what one expects when a release has been completed and a mandate is being exercised.

08Analytical Synthesis

57

The thesis was that the federation’s mandate is representative rather than advocative, and that this explains its founding, its aims, and the vocabulary in which it is described. Five lines of evidence converge. The founding reasoning runs entirely through Genesis and never through a grievance.

58

The liberation in question is stated as release from a position, made possible by a providential accomplishment rather than won by pressure. The occasion is given as a failure of the men, which is a transfer of mission rather than an advance against a party. The mechanism is the reverse course of restoration, which requires that what was lost through Eve return through her counterpart. And the corpus profile shows proclamation followed by silence followed by deployment, which is the shape of a position established and then exercised.

59

The strongest objection reads the federation the other way: as a women’s organization in the ordinary sense, engaged in education, humanitarian work, and international advocacy, whose theological charter is the movement’s own account of itself rather than the thing that actually determines its operations. On this reading, the Genesis argument is the founding rhetoric, and the work is the reality.

60

The objection has real support. The federation’s activities are legible to anyone without reference to the Fall; women within it have plainly gained standing, responsibility, and public voice, and Rev. Moon’s own reading of twentieth-century women’s movements as a sign of the times concedes that the age had other causes visible to everyone.

61

The objection is serious, and it preserves something the representative reading must not lose. Real advancement did occur, and the doctrine does not require anyone to deny it.

62

But two features of the evidence favor the representative reading where the two diverge.

63

The first is the four-year silence in the archive. An organization whose animating logic was advancement would not produce a corpus in which its founder’s preaching drops the vocabulary entirely for four years immediately after the founding and then resumes it in the language of mission and mobilization. A position proclaimed once and then lived in produces that curve. A campaign does not.

64

The second is the direction of the demands. Throughout the addresses of 1992 and 2000, what is placed on women is work: the unification of the peninsula, the education of youth, the reconciliation of two nations that had been at war, and in one address the frank instruction to raise funds. An advocacy reading has to treat this as unusually heavy for a movement of liberation. The representative reading explains it directly, since a position of responsibility is discharged by carrying responsibility.

65

What the argument does not entail should be stated plainly, because this material is easy to misapply in either direction. It does not entail that the women of the movement were instruments, since the doctrine’s own account gives them the position from which the restoration proceeds and makes the whole dependent on it. It does not entail that the federation’s humanitarian and reconciliation work is secondary or merely symbolic, since on this reading that work is the doctrine being executed rather than a departure from it. It does not entail a claim that men have no part, since the corpus is explicit that Eve’s position must ultimately unite with Adam’s and that neither completes anything alone. And it does not entail that the assignments given to particular nations in the addresses of 1992 are transferable to any general teaching about those nations, since they are stated within a providential scheme and are reported here rather than extended.

66

What it does entail is a rule for reading the federation: its measure is not what women within it have obtained but what the position they occupy has been able to carry.

09Key Takeaway

67
  • The Women’s Federation for World Peace was founded in April 1992 by Dr. Hak Ja Han Moon together with Rev. Sun Myung Moon, on the doctrinal claim that restoration requires an age in which women lead.
  • Its charter is a reading of Genesis: because Eve fell first, an age must come in which women redeem that fall, and the federation is that age made institutional.
  • The Korean 여성해방 means release from an inherited position rather than emancipation from oppression, which is why the corpus states it as a providential accomplishment rather than because of a demand.
  • Rev. Sun Myung Moon presented the founding as a substitution following the failure of the movement’s men in fourteen years of neighborhood outreach.
  • The mechanism is the reverse course of restoration, in which what was lost through Eve must be recovered through the position that lost it.
  • The Asian Women’s Federation for World Peace preceded the worldwide body by five months, and the proposal met open resistance among members until Dr. Hak Ja Han Moon stepped forward.
  • Across the 6,118-sermon Korean archive, fifty-four titles contain 여성, of which fourteen fall in 1992 alone.
  • No title containing 여성 appears between December 1995 and January 2000, and the term returns in 2000 in the vocabulary of mission and mobilization rather than of liberation.
  • The last title-level occurrence, in February 2008, speaks of an era of full authority for women rather than of liberation.
Who founded the Women’s Federation for World Peace?

Dr. Hak Ja Han Moon founded it together with Rev. Sun Myung Moon in April 1992. Rev. Moon’s own account names her as co-founder and credits her with overcoming the internal resistance that met the proposal for the earlier Asian federation.

What does women’s liberation mean in Unification teaching?

It means release from the position of fallen Eve rather than emancipation from male authority. Rev. Sun Myung Moon dated its possibility to the victorious foundation established by Dr. Hak Ja Han Moon, describing that as what allows a true movement of women’s liberation to begin at all.
